Multiple Arrests: YCSO’s Collaboration with ICAC Task Force

The Yavapai County Sheriff’s Office (YCSO) Criminal Investigations Bureau (CIB), in partnership with the Internet Crimes Against Children (ICAC) Task Force, continues to pursue those who exploit children through online means. Those who target children and attempt to lure them to send them photos or videos, or into meetings, and those trafficking in material depicting children being sexually exploited are being aggressively targeted.
These recent enforcement actions mark the latest in a series of successful operations aimed at removing predators from our communities.
January 2026 - YCSO detectives concluded a month-long investigation into Shawn Florman (53) of Camp Verde. Florman allegedly solicited sexual conduct multiple times through digital messaging with a 14-year-old girl. Florman was booked on charges of Luring a Minor for Sexual Exploitation and Attempted Sexual Conduct with a Minor. This investigation remains active.
February 2026 - A joint operation led to the arrest of Ezekiel Yoder (19) of Chino Valley. The investigation began after detectives identified the alleged online upload of a video involving a young female victim. A multi-agency task force—including YCSO, the Chino Valley Police Department, and Homeland Security Investigations (HSI)—served a search warrant at Yoder’s residence. Yoder was taken into custody without incident and booked into the Yavapai County Jail for Sexual Exploitation of a Minor. This investigation remains active.
All suspects are innocent until proven guilty.
YCSO’s work does not end at the jail doors. Our detectives and the County Attorney’s Office work to ensure these investigations result in prison time. Recent sentences include:
• Nicholas Saccketti (70): Following an April 2025 arrest for downloading CSAM in the Prescott area, Saccketti was sentenced in February 2026 to 10 years in prison.
• Howard Patrick (75): From Chino Valley, Patrick was arrested in April 2025 for possession of materials depicting the sexual exploitation of children. He was sentenced in October 2025 to 5 years in prison.
• Tedrick Bradford (48): After a June 2024 investigation in Black Canyon City, Bradford was discovered to have child sexual abuse material. He was sentenced in May 2025 to 10 years in prison.
• Aaron Salazar (56): An investigation identified Salazar as the suspect initiating inappropriate communication with a 14-year-old female. He was arrested in December of 2025, and on February 20th, 2026, Salazar was sentenced to 10 Years in Prison.
YCSO extends its gratitude to the detectives and deputies whose meticulous work makes these convictions possible.
"These crimes happen in both big cities and our rural communities," says Yavapai County Sheriff David Rhodes. "Every one of these cases represents horrific crimes. Whether the investigation began two years ago or two days ago, our goal remains the same: individuals who seek out this material will be found and held accountable. Tim Tebow’s testimony before Congress last week should resonate with everyone; this is not just a global crisis, it is a reality right here in Yavapai County."
